In France, the decision to register a new variety is made by the Ministry of Agriculture. These decisions are based on the advice of the consultative committee the CTPSCTPS : Permanent Technical Committee for Selection.
The CTPS CTPS : Permanent Technical Committee for Selection is made up of representatives of different partners in the sector: administration offices, agronomic researchers, various industry representatives and environmental organizations. The CTPS CTPS : Permanent Technical Committee for Selection makes its decisions based on the results of DUS DUS : Distinct, Uniform and stable and VCUS studies. These trials and analyses are carried out on behalf of the Ministry of Agriculture:

In accordance with the Decree 2009-676 of the 12th of June 2009, the CTPS CTPS : Permanent Technical Committee for Selection gives advice and technical support to the French Ministry of Agriculture on the preparation and implementation of policies concerning varieties, seeds and plants.
It makes a significant contribution to the guiding and supporting of research and development relevant to varieties or to the production and commercialization of seeds and plants. The aim here is to increase the efficiency and quality of agricultural and agro-industrial production, food or non-food, whilst at the same protecting the environment.
One of the responsibilities of The Plenary Committee of the CTPS CTPS : Permanent Technical Committee for Selection is to coordinate and guide the different sections of the CTPSCTPS : Permanent Technical Committee for Selection. It is also responsible for the development of regulations and policies. Meetings take place at least twice a year with about 50 attendees representing different branches of both the public and private sectors with an interest in varieties, seeds and plants.
The CTPS CTPS : Permanent Technical Committee for Selection also has a Scientific Committee which offers advice and recommendations on the latest scientific breakthroughs in the field of varietal selection and seed production which could have an impact on applications for the selection or for the evaluation of varieties and the quality of seeds.
The Scientific Committee is made up of 14 scientists from both the public and private sectors and meets at least three times a year to discuss Research and Development proposals submitted by different sections of the CTPS CTPS : Permanent Technical Committee for Selection and related to scientific problems or themes which will be financed by the Ministry of Agriculture.
4) Operations of the different sections
There are 14 different sections each of which have specialists who make proposals for their species: forest trees, fruit trees, industrial sugar beet and chicory, cereals, oil seed rape and other crucifers, flax and hemp, maize and sorghum, forage crops and lawn grass, ornamental plants, vegetables, protein crops, potatoes, sunflower/soybean/castor beans, vines.
These sections are mainly responsible for :
Each section has 30 to 40 members, with representatives drawn from both the public and private sector who are involved in the creation, distribution and use of varieties, seeds and plants. It is led by a president, a technical secretary and members of the Plenary Committee, and meets several times a year.
Work is carried out by groups of experts and a Results Coordinating Committee. There are about 100 meetings of these groups a year.
In total, more than 800 scientific and technical experts contribute to the work of the CTPS CTPS : Permanent Technical Committee for Selection and guide public policy with regard to innovation and the direction of development in genetics.
